New CICC Regulations Aim to Curb Abuse, But Systemic Problems Remain

Canada’s immigration consultant watchdog finally unveiled its long-awaited crackdown.

Victims call it a sick joke.

The College of Immigration and Citizenship Consultants has been branded a “toothless tiger.”

Complaints take three years to resolve.

During that time, rogue consultants keep their licences and keep stealing.

THREE YEARS OF HELL

Official data shows the CICC took an average of 34 months to complete disciplinary hearings in 2024.

That is three years of living in nightmare.

Maria Santos paid a Toronto consultant $8,000 for a promised work permit.

She got nothing.

He still has his licence.

She filed a complaint 18 months ago and has heard nothing.

The College says it is “working diligently” to improve.

Insiders call that a lie.

CONVICTED AND STILL WORKING

A bombshell audit revealed 127 licensed consultants have serious criminal convictions.

Thirty-four are still practising today.

One was convicted of fraud. Another threatened to deport clients who complained.

The new regulations do nothing to speed up removals.

They simply add more forms and more delays.

Former investigator Jennifer Kain calls it a “complete sham.”

“This is still the wild west,” she said. “Greed always wins.”

The federal government says it will “monitor the situation.”

Victims are not holding their breath.

They want licences pulled immediately and their money back.

For now, the predators remain in business.
